Silvia is an elected delegate for AD-5. As the daughter of immigrant parents from Bolivia. She is best known for her work on economic-social development and human/civil rights issues. She is currently serving in her second term as Community Outreach Chair Committee for DPSC. Silvia followed in the footsteps of her parents activism in championing the engagement of citizen participation in politics to make it easier for people to understand the structure and system while protecting their rights.

Silvia is president of the Latino Democratic Club, Secretary of the Women Dems Club, founder of the Bolivian Center for Philanthropy and Social Responsibility (CEBOFIL) and is a vocal proponent of immigrant rights as civil rights.
